Yes the Master Mod is exclusive to Evil Controllers and has Adjustable Rapid Fire. You can modify the rate of any weapon, with semiautomatics being preferred.
Please note that there are many videos out there that portray Grand Theft Auto 5 as a modded game with all kinds of "cheats". These are not modified controllers are mods can only be performed by button macros.
